In strong acid or strong alkali liquor, melamine will hydrolyze---amidocyanogen will be slowly replaced by hydroxyl, thus generate cyanuric acid diacid amide, cyanuric acid monamide, and cyanuric acid. Among them, the reaction of melamine and formalin is the most important part.
